Pros and Cons
Pros:

Survivor.
He has so many movement abilities that, when played well, can outlive many enemies. -
Constant pressure.
Or rather annoyance. Enemy backline can do nothing when Cap is around. -
Additional support ultimate.
It helps when playing against tripple support, or just as Plan B for your team.
Cons:

Low damage.
Even though he distracts enemy supports, if they heal each other, Cap can do nothing. -
Not a frontline vanguard.
Cap is a diver and can live on a frontline. -
Hard to master.
Other dive-oriented vanguards (Venom, Thor, and even Rogue) are much easer to learn and execute.
